The creation of an active content-generating community was stated as an explicit design goal. There's not one solution, there are several possible solutions. Modding, via the addition of user-generated content such as buildings or vehicles, is supported in Cities: Skylines through the Steam Workshop.

What finally did it for me was to go to Steam > Settings > Downloads and make sure the box for Limit auto-updating schedule was UNCHECKED.
